Title VII of the Older Americans Act (OAA) requires each state to appoint a legal assistance developer (LAD). Long-Term Care Ombudsman Programs and Legal Assistance Developers Collaboration Report
This report includes in-depth information about the two programs and the current status of collaborations between LTCOPs and LADs. NORC worked with the National Association of State Long-Term Care Ombudsman Programs (NASOP), the National Association of Legal Services Developers (NALSD), and the Center for Social Gerontology in the development of two questionnaires, one sent to State Ombudsmen, and the other to Legal Assistance Developers.

The National Center on Law and Elder Rights (NLCER)
The National Center on Law and Elder Rights (NLCER) is a resource center for the legal services and aging and disability networks, focused on the legal rights of older adults. NLCER is a one-stop support center for the legal services and aging and disability community. NCLER’s trainings, case consultations, and technical assistance are provided by Justice in Aging, the American Bar Association Commission on Law and Aging, the National Consumer Law Center, and The Center for Social Gerontology—all under one roof.

Persons with disabilities receiving or in need of long-term services and supports have available nationally at least two advocacy organizations – Protection and Advocacy (P&A) and the Long-Term Care Ombudsman program (LTCOP).  Individuals residing in long-term care facilities may encounter challenges and opportunities with which they need an advocate. This page provides resources and information on P&As and Long-Term Care Ombudsman programs.

Collaborations between Long-Term Care Ombudsmen and Protection & Advocacy Agencies (September 2013)
Both the Protection and Advocacy (P&A) and the Long-Term Care Ombudsman (LTCO) statutes require the systems to collaborate in coordination of services. Collaboration between the two systems maximizes the amount of important services that reach older adults  and people with disabilities by enhancing the effectiveness of both the P&A and LTCO systems.  This report compiles research gathered from the P&A and LTCO networks, which provided information on barriers, best practices and recommendations for enhanced collaboration.

National Disability Rights Network
The National Disability Rights Network (NDRN) is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and the Client Assistance Programs (CAP) for individuals with disabilities.  Through training and technical assistance, legal support, and legislative advocacy, NDRN works to create a society in which people with disabilities are afforded equality of opportunity and are able to fully participate by exercising choice and self-determination.

Long-Term Care Ombudsmen and Adult Protective Services:  Roundtable Discussion Session Summary
Ten years after the meeting in 1993 , discussions were held once again between NASOP and NAPSA at the Ombudsman Spring Training Conference. Resource Brief: Ombudsman Program Memorandum of Understanding (April 2006)
This paper, by the National Association of State Units on Aging and Disabilities (NASUAD), presents an analysis of data collected from 50 state ombudsman programs about their use of memorandum of understanding with other agencies and programs. In addition to a summary of the findings, it includes a chart containing information about each MOU, and two sample MOUs.

Time and Leadership: Keys to Building Synergy between State Ombudsmen and State Aging Directors (October 2006)
This document contains a summary of discussion highlights from a teleconference for State Ombudsmen and State Aging Directors to discuss the relationship between the State Ombudsman Program and the State Unit on Aging. Former Georgia State Aging Director, Maria Greene, and then Georgia State Ombudsman, Becky Kurtz, offered their perspectives on the topic. A question and answer session, and open discussion amongst participants followed. An edited transcript of the entire session is also included.
