NEW! Older Americans Act Performance System Reporting: Variance Analysis Guidance
Unlike the Ombudsman Reporting Tool (ORT), the Older Americans Act Performance System (OAAPS) includes an “Explanation of Variances” section that requires a review of data variances and explanation of the variances prior to submitting your report to the Administration for Community Living (ACL). This Variance Analysis Guidance shares tips, resource materials, OAAPS references, and examples to assist State Long-Term Care Ombudsmen (Ombudsmen) in explaining data variances in OAAPS. The goal of this guide is to assist Ombudsmen in submitting a comprehensive report that demonstrates that they have completed a thorough evaluation of data variances and provided explanations of data variances identified in OAAPS.

This guidance regarding the NORS Table 3 – State Program Information (NORS Table 3) data elements is intended for the Office of the State Long-Term Care Ombudsman Program and provides examples for requested narrative information and some guidance for entering numerical data elements. 

 

 

NORS/OAAPS Part F: Funds Expended Materials
To assist State Ombudsmen with preparing fiscal staff for the NORS Table 3 fiscal reporting requirements, NORC created a “carve out” of the fiscal portion of Part F: Funds Expended from NORS Table 3.

Presenters introduced the new Variance Analysis Guide and shared examples of variance explanations for OAAPS reporting. Introduction to the National Ombudsman Reporting System Table 3 User Guide  (September 30, 2020)

This webinar was for State Ombudsmen and staff of the state office working with data and NORS annual reporting. In addition, we provided a quick review of data management and continuous quality improvement resources.
